August 30, 2004 – The landscape of the federal IT market is changing as female executives make headway into the heavily male-dominated government sector. August 9, 2004 – Proponents of federal procurement reform are encouraged by the latest developments in the push to experiment with share-in-savings contracts. In a share-in-savings scenario, a contractor only gets paid when the project results in significant savings transferring much of the project costs to the contractor. The government recently awarded six share-in-savings Blanket Purchase Agreements. June 14, 2004 – Despite the fact that the Clinger-Cohen Act mandated that federal agency CIOs report to the agency's top officials, a recent Federal Computer Week survey found that fewer than half of the CIOs in the nations’ 24 largest agencies report to a senior executive.
